of guns (lowers) specifically banned by make AND model. If it's not named it's legal to
possess as a bare lower. [This is because the 2001 CA Surefire Flashlights Ct decision, Harrott
v Kings County, says that to be a banned-by-name assault weapon, the name must be
specifically listed by the government; furthermore, a trial court or DA cannot make a
determination if a specific make/model is an assault weapon without consulting the list
of banned guns.]
